To provide access for the Cape Henlopen Medical Center, Davis, Bowen & Friedel, Inc. (DBF), designed the entrance improvements along Gills Neck Road. The improvements included extending the turn lanes at the signal, pavement widening for bike lanes, drainage improvements, a right and left turn lane into the site, sidewalk along the Gills Neck frontage and a shared-use path along the Kings Highway frontage. DBF also updated the signal plan to include a pedestrian connection across Gills Neck Road with new pedestrian signal poles and crosswalk.

The internal improvements included the road and sidewalk network leading from Gills Neck Road to Cape Henlopen Medical Center, storm drainage, sanitary sewer, and water. DBF designed the parking lot, pedestrian facilities, storm drain network, and utilities.
